In a pan, without turning the heat - mix together no1 with the flour. This can be use with wooden ladle or spatula. To eat: fry pempek in hot oil for about 5 minutes, just till it change color to bit brown. To serve, simply sliced them, put in a bowl. you can add cucumber sliced.
Note: to keep in fridge, I usually used a bit of oil, just so it does not stick together, this is optional. If you want to freeze, simply put per portion in a plastic.
